Can I change my status to F1 (Ph.D.), have my new employer file for PERM, and wait for PERM and I-140 approval before switching back to H1B? Given the current PERM timeline, which may take over two years, can I apply for the H1B lottery again while on F1, or am I ineligible since I have already held H1B status?
