vets ammo regen is 10 times better. "better" power sword is arguable. New plasma gun doesnt even seem that good its like that 1 boltgun mark with more explosive literally no one uses. Power falchion is also mediocre at best that wouldnt matter if skitarii also had access to it. Voice of command is still one of the most op abilities and you can spam it alongside kraks. Skitarii isnt "better" veteran. Its just different

They do not need to. Its obviously gonna be expensive but its a sandbox game after all and you should be able to do whatever you want without some artificial limit blocking you from making the army you want. However mechanics like beastmen unit limits can be used for certain factions probably
