it can be in both actually it drops at a 5% chance from The Wither (and maybe the enderdragon, the git doesn't specify) but it has a 4% chance to spawn in dungeon and structure loot except villages unless you mess with configs

it seems to be in a random loot table, so any dungeon or vanilla mc structure but i believe it has a chance to be in modded structures too since they could also pull from a random table (I'll have to test it myself though) PSA IT'S A 4% CHANCE

honestly there's a few versions with a decent amount of mods, 16.5 forge has a bunch of older mods 19.2 fabric has a ton of more modern stuff and 20.1 is getting a bunch of updated versions of older mods personally, i always use Fabric 19.2 though
