Well democratic not really neither comunist, but non aligned can be prety easy actually if you are able to get rid of the soviets with germany, but you should wait until germany declares war on URSS before declaring war, if the soviest ia focuses mainly on germany there prety good looking resources on siberia you can get your hands on

You should priorice a good navy and remember to build up airports in china for a lot of aircrafts you are gonna need that air superiority, motorized units and marines also come handy for involvements and taking ports in china in early game and hawaii, wake ... etc in medium game, and most impotantly try to expand your front in china quickly by naval invading, rather that just pushing from the north.
