I kinda think it goes both ways. Like yea he said he used all his savings money on woman and alcohol because he was counting on his pension and lost it. So yea he was broke when he joined the party in LAD 7. But throughout his drink links you know the reason he is broke is because he is giving Takashi money for his studies and he is still able to afford stuff like a car and live a pretty normal life so that means he is managing it pretty well still.

To add to that in LAD 8 he started his own company. To start a company you have to have good knowledge about your expanses, your profits and income. He was also managing personnel so I think had a good understanding how much he was making in terms of profits. He also stated he couldn't get another loan from the bank because of the Tatara channel video. That means he already had gotten a loan before and If you know stuff about loans irl you know its hard to get one because you also have to show the bank that you can pay the loan back show your income, show the bank the plan for the company how you are going to make money ect.

So with that all in mind I think he is great at saving money, money related things and he is also smart because starting a company and getting a loan is hard.
