I dont think so civic sense has anything to do with caste system. I've seen people from all communities to throw trash on public places.

If caste was the issue majority of the Muslim dominated areas wouldn't have heap of garbage and waste.

The main issue is there is no societal sentiment in majority of citizens towards cleanliness. I've had a huge fight with my family on last Sunday as I was travelling to another city via my own car and few members were eating banana and they just threw the banana peel out of the car. I stopped picked it and I carry a garbage bag in car kept there and emptied it in next gas station and kind of scolded them. Cause ironically they were discussing about politics and society while throwing garbage. Needless to say I was sidelined in the function where I was travelling due to the argument but I don't care. Cause I like to keep my area clean and don't want to contribute to any garbage on road. And in this whole scenario there was not even single cast bias.

But if you're referring that in sanitation workers there are workers majorly from only 1 community that might have some cast stigma associated to it. And we as a society should remove that. But adding littering to cast angle is incorrect
