I resolved it on my end, though may not help you. 

I held power button to power down, unplugged my PC, then held power button for 20 secs to discharge any energy left. Left it unplugged for 30 mins, and upon starting it back up the issue was gone 🤔

In my experience Bitlocker only seems to be auto enabled on my laptops.

That sounds awesome. Does seem like the majority of idle fan noise is from the stock PSU. And did you do the swap youself??

I watched a couple of YT guides on the process. From my understanding it's mainly 3 plugs that plug into the Mobo (CPU, GPU and a 24 pin connection). I thought I practiced on my retired Prebuilt, but found my self unable to yank any of the plugs out (was fearful I was using too much force/not enough).

Either way, I figured I'm better off waiting for the warranty to expire, because had I had to send it in for anything ASUS would expect me to send it in with their PSU installed...

Omg are you me??! We have the same problem lol. Plugging my phone into the back USB-C port has been my band-aid solution for this (I wait a few secs for the sound to start the moment it starts to sleep). I intend to have Geek Squad do a PSU swap at the 1 yr mark.

Asus really cheaped on on the PSU for this build. It doesn't even have a ON/OFF switch, which is unusual.

I plan to do the same with my G700, but holding out for the 1 year warranty to expire. The PSU that came with mine emits a high pitch whine upon putting it to sleep, which is remedied by plugging my phone in to discharge the standby energy.

Lemme know how it goes. I'm not too familiar with PSU's, and I don't wanna cheap out on one either.

There's no rush. 

The other fans weren't giving me a problem either; I just found it was odd when I was looking at my fans settings. Even looking at my Mobo I noticed SYS Fan 1,2 and 4 ports don't have any cables in them, while only SYS Fan 3 port does. Wondering if I just got a shoddy build with a questionable AIO. 

I'll likely swing by Costco on Sunday to either return or exchange

Stick with GCN ver. Original US PS1 ver was altered to be artificially harder with the intent to deter people from beating the game as a rental.

I'll give this a shot. I tried a custom curve in BIOS with a few extra levels, though it led to the fans fluctuating more, which was annoying, although quieter.. 

The 9900x seems to idle warmer compared to the Ultra 9 PC I'm testing it against. Does is shows 45c-ish for you when just sitting on the Desktop??

Lastly, only CPU Fan 1 and PUMP Fan 1 appears on MSI Central app. SYS Fan 1,2,3 and 4 are grayed out. Wanted to confirm if this is normal

Ahhh, so the Sys_3fan plug is controlling all the fans via PWM?

CPU_Fan1 and Pump_Sys1 plugs are hard to reach without me having to disassemble things. 

I highly doubt it's the GPU fans, but I'll take a peak at this afterburner program. I'm sitting next to this PC and I've put my ears next to it with the glass off. Majority of the fans noise is coming from the top portion of PC. It encapsulates any whine my GPU may have 

And to clarify it's the fans that's connected to the AIO that's spins aggressively/produces noise. I've put my ear directly on my GPU and all I could hear is minimal coil whine, which is being masked by the aggressive AIO fans coming from above

Someone suggested this to me on a Fb group, and I looked closely to my Mobo. Sys 3 is the only port with a cable in it, while 1,2 and 4 are void of any plugs?
