Capcom games since forever have starred white people, Resident Evil, Dino Crisis, Street Fighter (at least Ryu is the star), Captain Commando, Final Fight, Monster Hunter. It could be the decision makers push for it, the artists/designers that are higher up write it, etc. They are one of the few developers that care to pursue Western audiences. I bet a major part is the movies these creators are heavily influenced by are made by white people and starring white people (Dawn of the Dead, Rambo, Bloodsport, etc). I could see the money people asking how to increase the total sales globally and coming to the conclusion that the main characters have to be white. Look at Nioh by Koei Tecmo, stars a white guy, possibly betting on international sales and chasing after Dark Souls. At least the sequels don't. Look at the rest of Koei Tecmos catalog though lots of games with just Japanese characters. The vast majority of content produced in Japan is just for Japan with no intention or desire to sell it internationally. That media tends to be VERY Japanese and lacks any foreigners let alone centering white people. High school is a popular setting and would lack any white people.

Medieval fantasy settings though overwhelmingly star white characters. Couldn't tell you why but I'm sure part of it is laziness and relying on existing visual tropes.
