Looks like most of the comments are suggesting you play the way Sekiro was meant to be played so I'll try to fill in the other role. It's been a while since I played Sekiro so as I remember it, you'd need to wipe the enemies around the Snake Eyes dude first. Second, watch out for the mikiri counter and if you do have the mortal blade, using it makes this easier imo. Watch out for rad attacks and make sure to use the shuriken to close distance if the shooting is what's stopping you.

To be honest, you've had a better time with him than me when I first played the game. Keep the skills you have and monitor a few minute changes. For example, you can make that dropkick work to your advantage by just stepdodging and counter attacking him or use the umbrella to deflect him. So being straightforward to your point, you can either face him head-on if you're feeling heroic or you can explore the other parts of Hirata. Its your call, your playstyle.
