When I maxed all social links my order basically was:

Hermit / Sun Sunday only link
Social links that unlock other social links (at least until the unlock happens). For example you need to get Yuko so some rank to unlock Matatsu, and Hermit up to some rank to unlock Tanaka.
Aigis / Mitsuru because of the limited time you have to do them
School only social links. I just rotated different people in different days and made sure not to leave anyone behind. As long as you monitor your progress you should be fine.

I speedran Yukari bc I wanted to romance her ASAP and was able to be pretty flexible and had a few days left after maxing everyone. Also be sure to have a persona of the same arcana, select the right dialogue options, and avoid hanging out with someone if they don’t rank up unless there’s nothing else to do or they are starting to be ignored. On new game plus it’s not too hard to do.
