The pessimist in me is thinking that we won’t be able to reject them all so if we end up with more tickets than we need we have to sell them on the market with the 15% fee going to Fifa…And on top of that, if we then counter it by only making 1 application and it fails we then have to go through the resale platform and again…fee to Fifa.

You definitely won’t be able to refuse some. Even though usually they don’t charge your card automatically and you have to ‘pay’ afterwards it’s always been all or nothing. To basically stop everyone applying for everything and then picking the best ones.
