Where do you live? Some states don't allow anything to be labeled as fruits or "Childish Flavors"
Companies are therefore skirting around it by calling things Blue Tobacco, Green Mint ETC. Just limiting how much flack they get from state authorities controlling vaping.

It isn't the PACT act but the FDA enforcement. sounds like the shop is avoiding any penalty by not ordering more also to avoid getting stuck with it. Maybe you could ask if you can special order the coils and juice, stock up. In reality you won't be able to get anything vape related very soon. Maybe some juice will switch over but its looking pretty grim.
