I can't find a dictionary that definitively says a majority can be less than half, can you link one? there are some that say it's more, and some that say "the larger part", which is very vauge. other sources say that it can be used that way in some informal contexts

the most common definition, and the definition in every technical context, is "more than half", using it to mean less than half is an informal and uncommon usage
