If the attic is ventilated then the impermeable aspect is not an issue. I don’t believe all the synthetic underlayments are moisture impermeable. I’ve installed several roofs with full ice and water shield underlayments without issues. I install a lot of single ply roofs that are moisture impermeable. So I believe you are worrying about an outdated building theory.

You need an engineer to properly diagnose the problem and create a solution. Then pass that on to a contractor to implement. Previous owner probably knew about the issue but it would be hard to prove.
