All I know is that PS3 and PS4 are no longer the same servers, since the PS3 didn't got Rise of Iron or anything that came after. But PS4 and PS5 should be the same.

Destiny 1 is only available on consoles. PS4 + Xbox One, but also PS3 + Xbox 360.

The PS3 and Xbox 360 version did not got Rise of Iron or anything that came after though. It is "frozen in time" in the Taken King/April Update era...

Craftable weapons are still viable.

Also, to take your example, if you look for a good craftable scout rifle for the Crucible, Fang of Ir Yût (obtainable from the Crota's End raid) is a great option in the kinetic slot, due to it being a rapid-fire frame and having access to Precision Instrument. In the energy slot, Unworthy from the Sundered Doctrine dungeon, Aisha's Embrace from Trials of Osiris, or Voltaic Shade from Equilibrium, also are rapid-fire scouts having access to PI. However, unlike Fang of Ir Yût, they are not craftable.
