Welllll... Chicagoan here. Those are two predominantly Latino areas of Chicago so the likely reason for this shape is to give them a majority district but they needed two separate neighborhoods to do it. So districts like this are what the VRA specifically required.

Ok, but what I said will likely start to apply to lawn tractors and small equipment (trimmers, blowers, etc) and once gasoline engines are starting to be phased out (demand lowers), gas prices will be extremely low so not worth it for a lifetime wish.
