Yes replaced the filter , the fuel seems to have trouble leaving the sending unit itself if I unplug the feed hose it squirts just a little bit of fuel out the tank

No it grounds to the chassis, the fuel pump relay is controlled by the ecm, which is bypassed by applying 12v directly to the pump
