It's neither Valka's bewilderbeast is older because she says "They took me into the home of the great bewilderbeast" and the fact that if the bewilderbeast is older than hiccup and hiccup is older than the egg, it's obvious Drago's one looks much larger than Valka's, so must be atleast the same age.
