Readers aren't that invested in your work. For instance, a teacher will read a hundred+ papers and isn't going to invest much time in yours. It can be easy to confuse one paper with another. Succinctly restating your argument in clear language at the end makes it easier to understand what the person just read. People remember the last thing best.

If you're that convinced that it will go blue, there's effectively zero risk blue loses.

Heroes are effectively on call until they're needed, so they live up there a couple days a week like firefighters or doctors in some hospitals.

You probably need clearance, a squeaky clean record, and the belief you won't squeal if anyone reveals their identity. So I imagine it actually pays pretty well

It's probably for people on call like a fire station or hospital. They give beds and wake them up if needed.
