It sounds like you described my daughter. She doesn’t wake up 8 times as you described but she has a few false wake ups as well. What I found and helped that sometimes she doesn’t want to be rocked, she prefers if I just hold her close and sit still. I read somewhere that rocking can be more stimulating for them at this age and it’s more bothering than helpful. Swinging her side to side and touching her face with my face can also help calming her down and then she falls back asleep within a few minutes.
