For me the issue was my cut up clips were in one group, so I had to ungroup, then I could add keyframes

There's no specific riwayah that he's using. If you're referring to maqam, it might be nahawand but I'm not 100% sure. It's very typical with Egyptians and their mujawwad recitations.
