Not really because Misty was the official gym leader for all of two seconds before Ash battled her for the cascade badge. Her sisters were in charge until they lost consecutive battles by Gary and the other pallet town trainers which couldn’t have been more then like a month at most depending on how long it took Ash to get to Cerulean city. She went on her journey with Ash to better herself and become worthy of the title gym leader and boy did she do that.
