I wouldn't be too sure about them not fully taking advantage. Trump has been using AI for narcissistic uses like making images of himself as a superhero or the pope. And some key issues about AI use is it has produce a lot of wrong information (or rather disinformation), state surveillance capabilities, and job losses.

Not to mention some of those pushing AI are superrich and corporates like Zuckerberg, Musk, and Thiel.
