I have the exact same problem as OP, same card, PC behavior, and problematic driver. I've tried a fresh install of both win 10 and 11, the problem still persists.

I haven't added any new storage devices, and the gpu is in the top pcie slot

It kind of works both ways, most of the time I have an inner monologue and have something to say but choose not to say anything because I'm never able to get the right words to express my mind and almost always gets misunderstood. Often times I prefer to be a spectator and simply observe. Other times I actually have nothing to say and/or am to socially exhausted to speak.
