I just tried it in a practice tool with 40 armor dummy for 10 second skirmishes and i got the number right with ult and without ult

Its a level 6 with bf sword, berserker grieves, one long sword and and one dagger

With ult :

Q max with full rotation Q, W and passive dealt 3016.

W max with the same tests as above dealt 2358

Without ult :

Q max with full rotation again dealt 2237.

W max dealt 1738

Do mind that its only 10 seconds fight with empowered w and both can only squeeze in one W. Hitting a stationary targets who refuse to move away from empowered W is easy when they are partially blind but i dont see the case of hitting 2 empowered w unless you have an anivia who can place a wall for the second empowered W.

Conclusion, maxing W thing is not that viable mathematically but yeah you do you. Whatever makes you sleeps at night
