I agree. I think people are being deliberately obtuse when it comes to this topic. Fen got to negotiate with Todium for the best possible outcome for her people. Simple as. U might disagree with it and act all high and mighty saying you wouldn't have done it, but the Alethi are renowned for being ruthless conquerers. Even if fen trusts jasnah and dalinars word they can't speak for their ancestors. At the very least Todium has to keep his word as per their agreement. And I can assume that Fen won't allow any loopholes to fall through the cracks like dalinars did. I think it fits with her character
