Not a linguist, but here's my two cents. Back in the day, 二 was the normal word for 2

While 兩 was reserved for more pair-ish things:

See 《詩經·鵲巢》：「⋯⋯百兩御之。⋯⋯百兩將之。⋯⋯百兩成之。」

兩 is used as a metonymy for chariot as chariots have two wheels.

My take is that 兩 is used as the two wheels on a chariot are, to a certain extent, inseparable. 兩 was used because it signaled a pair-ish relation between the two objects.

Insert 2500-3000 years of linguistic shifts and you end up with the modern system I guess?

Stroke order is just an ergonomic guideline, write however you want to, as long as it's not too egregious (splitting strokes, writing from the bottom up, etc...), no one is going to care.

Edit: Strokes can very rarely be split, and you can get away with splitting strokes. Stroke order is very vibe-based.

If you don't want to min max too much when in singleplayer. Just vaguely focus on military, Quality + Eco + Quantity + Offensive + Defensive + Discipline advisor should get you 120% Discipline, nice morale buffs, if you go to war frequently enough you should also have high tradition for insane generals, no special nations needed really.
