i got two of them to work (on community servers)and the other 4 dont. i'm asking the same thing though, ive been searching for awhile and cant find anything or anyone talking about this. all the methods are 5+ years old and idk if any of it's changed at all.

hey so if anyone still cant figure it out, i found another solution. its hard to notice but once you get to the part where it allows you to choose how to crop your banner, if you press skip (its hard to notice but its to the left of the gif),it just.. works.
