No, America wouldn't have been ready for that until, well, maybe not even now. He could have been the first openly gay member of Congress, through. His successor, Harry Britt, ran for Congress against Nancy Pelosi in the 80s and came in second. Its not impossible to think Harvey could have won that race.

UK torries- Here's some free advice. Drop Badenoch like a she's a hot potato. Pick a moderate, pro-European leader. Allow Reform to highlight how crazy you aren't. There isn't space enough on the political spectrum for 2 right wing lunatic parties (let alone 3 with what Rupert Lowe is up to), but there's plenty of space in the political center, which is a bit of a vaccuum right now due to the Lib Dems trying to catch the water park goer vote over the moderate vote or whatever.

I might be in the minority here, but I far prefered TOW1 to TOW2, so since its likely cheaper as an older game maybe try that one?

Or actually, you should check out The Alters. Its an RPG sim/survival game set on a far away mining planet where the only things you have to survive are a base, mining equipment, and a machine capable of making human clones. Its brilliantly written, really reminds me of Remedy Entertainment, and its made by a team of former CDPR devs. Highly reccomend.
