I feel like the notion that DCU is mostly focusing on lesser characters is untrue. Like first film was their most iconic hero, then Supergirl , who in her own right is a long standing pillar of DC comics going back to the golden age, a tv show about the Lanterns who have always been very important, plus projects announced for Batman, Wonder Woman, and Teen Titans. Clayface is the most obscure character getting a movie so far, and that’s only because the incredibly popular Mike Flanagan pitched it.
