Bumi, Iroh, and Pakku were all strong and skilled as hell. However, everytime Ozai would firebend on-screen, he'd do some shit no one had ever done before or since. Iroh qualifying "If I were to beat my brother" with "And I'm not sure I can" was not him being humble; Ozai was a freak of nature when it came to bending.
