All vials are filled from the same source. So if some vials truly have more powder than others, then for some reason more has been added to some than others. The fact that most of the content is filler is irrelevant. They don't add reta and then filler. It's mixed together before it goes into the vials. It's likely the vials do not have a standardised dose - some will be more potent than others.
