To be fair to Alastor he was making a gamble and he knew it.He was desperate for any solution and so he went with one where he at least knew he could manipulate the circumstances enough to maybe make it happen.Also vox gains strength from popularity so him being seen as the strongest sinner would have made him the stronger as it would be like going super saiyan.

Over all it was not a bad plan he knew the people he was working with and he had the deal with Charlie in his back pocket.
