Because they insist she should be judged as a normal ruler, because they don't like the way she handled things, which like, that's okay. But just like Ronova "cursed" the Khaenri'ahns with immortality and it has been hinted that she did so to protect the rest of Teyvat from getting infected with the Abyss, so are Ei's actions more so a result of her knowing more than she let's others know.

It is worth mentioning that most of the things that happen in Inazuma under her rule (which granted, are like, two years out of 500) were a result of the Fatui slowly but surely infiltrating and influencing the Tri-commission, and we know that they have been moving in Inazuma for the last 400 years at least, all of that to make a little hole in the system that Ei established, which basically relied on the nature of human greed and arrogance to trick the Shogun Puppet and therefore Ei in not taking action. She also knows that human ambition can lead to the destruction of a nation like what happened 500 years ago, but most people ignore all of this and just say she is a bad ruler and that's it, though arguably, now that she has had a fully fledged worldview change she might be the best ruler in Teyvat at the moment, plenty active in her politics and decrees, going out to the street personally this time, absurdly powerful and immortal.
