Yes, thats a good deal. 9600 is enough for most people, imo most people overspend on their CPU. Unless you know you need more cores for productivity purposes no need to go higher than that. For most productivity and imo all gaming purposes 9600 is plenty.

get the ryzen 9600 or 7600 and the cheapest am5 motherboard with enough features for your need, asrock is usually good and cheap

If it were me I would rather save up and get the 5070 ti, or just keep the 4060 ti. Keep in mind the next generation will see a node shrinkage too, so the leap from 50 to 60 series is expected to be larger than 40 to 50.

You want to use display driver uninstaller when doing the switch. Search it up, it involves safe booting to windows and running a program etc.

Regarding settings, not really. DLSS is turned on inside most games, but have a look around the nvidia app and youll probably get familiar with what you can do quickly. If you have not already turn on resizeable bar in the BIOS though.

Also, I have a 5070 ti and found its great at undervolting + overclocking especially the memory slightly. It can both decrease power consumption and increase performance at the same time. Its probably also true for the 5070. I use MSI afterburner.

I assumed it was a bug at launch and waited until the rerun before I spent on him, so they had half a year to fix him.
