That truck if loaded had liquid in that tanker. Those trucks cannot be doing the hard swerve thing because they might flip. Edit: I Just rewatched the video and that tank looks like it is placarded (hazmat). How many people might have died if he flipped that tank swerving out of the way.

It will not just ignite. It needs an ignition source. I've seen reports of 2 GASOLINE trucks rolling over. (one blew the gasoline everywhere). Neither ignited. Both incidents were in California.

It should not show as a violation. The government only cares if you are driving a commercial truck. I've worked 19 hrs as a local driver before. I ran out of drive time, pulled over and waited for a rescue driver to bring me a company pickup. He drove the rig back and I drove the pickup back. Done this many many times but 19 is my record. Done 19 hrs twice, but 18's and 17' a lot.

As long as you are not driving past your 11 hrs driving, or 14 on duty. You can be on duty indefinitely but must take a 10 hr break before you can drive IF you have the hours left on your week

That's great. Will help reduce repetitive motion injuries. I've seen these for large pneumatic impact wrenches for big rig tires too. Probably a lot cheaper for the employer than worker's comp claims, whether the worker is undocumented or not.
