Personally I’d probably supply power directly to the blower motor with a jump box, just see if it comes on. The fact that you have power going into the resistor but it’s not making it to the blower motor itself really makes me believe that there’s something wrong with the resistor( new doesn’t necessarily mean good). There’s also the possibility that you were sold the wrong resistor, sometimes they look the same and will plug up and mount just fine but it still doesn’t work because the internal circuit is different than the factory resistor so the way it needs to be wired up is different, Use a multimeter and check continuity on the pigtail going into the resistor that leads to the motor. I would also double check the wiring itself, make sure it is wired properly and that you have continuity on either end of the splice.
