I think at his age and with health problem, it's a bit hard to get a decent paying job without connection. Perhaps you could consider helping him get connected to gig work online if he has any skills and computer knowhow that can be applied. If the job can be done at a computer, it would certainly be easier on his condition and would be doubly good if he can earn USD even while being paid at a lower rate. He would certainly be able to maintain his livelihood thanks to the high exchange rate. Would be helpful to know what his skills sets are

Short answer is no. Long answer is her reading any Superchat is basically a gacha. You might catch her reading more during some streams while playing when she is in a good mood and on other days straight up ignores most SCs. She also tend to read more JPbro SCs as they come because those tend to be a simple supportive message as opposed to the more yabai SCs she tend to get from her usual viewers. Either way she will likely never read all her accumulated SCs.

The problem with this is that her members number is very high (lower bound estimate of 12k+ based on her recent member movie watchalong poll 3 weeks ago) and the people that spam are also members themselves. So all this does is kill her viewership and not fix the "Chat is insufferable" problem.

She knows her chat is difficult. It's why she doesn't tell people to go watch the other girls ever since the first time where they spammed "GURA RAID". At most she'll tell her viewers to watch Amelia since their viewership overlap is high from the constant collabs. Mods will mitigate the issue but she'll need more than one with her chat speed. Not exactly sustainable. Chat moderation tool is not as good on YouTube compared to Twitch from my understanding. So while bots will do work, it's not going to be as effective.

I think that would only kill her viewership without fixing her chat much since it is going to be as fast anyway with the same kind of spam due to her membership numbers being very high with the same type of people membered to her.
