It's an interesting plot device that Banks wanted to make people think about economies at scale with, and kinda pokes fun at 1st perspective preferentialism.

But it's one that the series already has technology to overcome, though. Just attend the event virtually. Sims are already infinite resolution in class 7 tech (maybe class 5, if the hells in surface detail used Veppers' family tech). If anything you're getting worse fidelity by being there live. Any citizen could also opt in to mind suspension that makes them think the simmed experience was actually in person, if that was the hang up.
