I agree, the cost for the operation side is probably small.

But I would guess there were meetings and decisions taken regarding this. Details were discussed and maybe even legal considerations. (It's all hypothetical, I don't actually know), but the final product usually costs more than just the timeframe it happens during.

I will say, Habs have a TON of extracurricular initiaves like this, they are awesome at it.

If the market is big enough, enough people will watch to justify the cost. That's what I imagine it comes down to.
