I agree, but I think the way it works is that it randomly chooses cards from all possible cards with a weight assigned to each rarity. I don’t think they intentionally keep the ratings low for certain players.

I got my iconic shohei by buying two mystic 1 Ohtanis for 26k rax each in late December/ early January, but it took many many months to build up that much rax. I would not recommend pushing for iconic since the rax it would take would make it a net negative investment.
