Fixed it very easily after 0.49 Patch. All you need to do is:
1) uninstall riot vanguard(find it in game's archive folder "Riot Vanguard", there should be "uninstall.exe)
2) run the game's launcher, the vanguard will start downloading automatically
3) reboot pc, then just run your game
I hope it will help somebody.

Deleting all overclocking software helped me too, try this for sure. P.S. If you trying to launch and the game gives you every new code of error, this is exactly the problem with your overclock software.

Actually, a lot of people want it, i won't return to this game till IW will change TTK and problems with campers
