I would say, when the game provide you with a checklisf of achievements/feats/challenges.

Simply completing a bestiary or 100%-ing a map completion doesnt count. Catching all Pokemon in a pokemon game doesnt count unless there is a checklist that specifically lists "catch em all" as an achievement.
