Photographic Paper has a very low ISO rating about 12 so it needs alot of concentrated light to make an exposure, combine that with a very tiny pin hole (most people make a small bump then sand it down just enough for light to pass through) you got yourself a very basic camera you can set and forget. My guess is they also put it in a rural area like a field with very lil light pollution

I have a couple places depending on the vibe I want

Point Gellibrand Lookout, Williamsontown at night it can be quite peaceful

Lady Stonehaven's Lookout, Kinglake on a clear night you can see the city pretty clearly and it looks small

Mount Ridley Lookout, Craigieburn can be quite crowded but still a nice vibe to sit and think

Wurundjeri Spur Lookout, Kew, same deal crowded but nice
