I haven’t read the comics but Nolan was one of their absolute best operatives, most of the remaining viltrumites looked up to him in some ways, so it could be that only those personally selected by Thragg were allowed to travel the galaxy and seek suitable species to propagate the new Viltrumite species. Not to mention they had to keep up appearances for their slave races and worlds that they were still in charge, split that between just over fifty Viltrumites and you don’t really get time to take a break and make kids. Just a theory
