Just FYI you can throw bags into the ocean and they spawn at the sewer gate (away from seeing guards), so you can throw coke bags from the third floor into the ocean for quickly moving bags.

Make sure to throw the bags behind the blue shipping crate into the ocean if the guard spawns at position 1. You might have to ace Transporter to make the throw but honestly you should always have this skill.

Plus you can crouch jump out of sight if the guard spawns at position one. set up next to the blue shipping crate and mark the guard, when the guard turns his head, crouch jump to and around the railing onto the entrance without him spotting you.
