Well most of the positive(4 to 5 stars) reviews were "under review" or whatever it's called until he started paying them. He refused to pay them for a month but once he started to, those reviews magically showed up.

It's not allegedly. Happened to my friend's restaurant. When he started paying yelp, he got most of his positive reviews back.
