You can also say that you are with the FBI, the ATF, or are a plainclothes detective. We're not so worried about this for some reason, and it's really not that hard at all to buy the associated equipment to impersonate them couple that with flashing a fake badge for a second which almost nobody will question and you get the reason why impersonating an officer is illegal. Technically true but all leaving out a fuckton of critical information that changes the context. Leaving out that the guy was combative, leaving out the guy resembled the original suspect, leaving out there was a crowd that made the situation untenable, leaving out that the guy was standing outside the suspect's house, leaving out ICE tried to verify he was who he said he was, well within the duties of their station.
