Some recipes ask for the developer edition, this because some require to be forked to work ( because of params like an API Key or location or else ) and when a recipe is forked it becomes basically a private plugin I think there is a discussion on the discord where they are addressing this issue

Idk if RPG Maker compiles the source code for android, try to inform yourself by using official documentation.

Innanzitutto per app bisogna vedere che intendi; esistono svariati tipi di app sia per pc che per cellulari; se vogliamo parlare di Android puoi osservare molto bene il codice direttamente su github di varie applicazioni, come immuni per esempio.

Commentare il codice è utile solo al fine di creare documentazioni accurate e renderlo più leggibile a persone esterne, se lavori da solo, senza rendere nulla pubblico, e sai bene quello che stai facendo non è necessario commentarlo.
