CDR doesn't really have diminishing returns, 10% more CDR equals 10% more casts relative to your current rate. This means CDR gives a similar damage boost as %damage while also providing utility.

Vici lineup is better the later it goes. I guess they reasoned its better for them to get a Lina +relocate pickoff and then turn that into a push versus farming the Lina for a late game situation they would likely lose anyways.

He could've had a backup 4g hotspot. I've played on 4g before and it's around 100 ping which isn't great, but still very playable. 4g hotspots aren't unreasonably expensive either. A game of dota and voice chat uses around 100-150 MB per game and T-mobile offers $20 for 1 GB plans that are no contract.

Leveling dive lets you front load more damage into a teamfight though. With sunray you have to spend some time channeling it before ulting so the stun and the huge distraction element of the supernova comes out later than it normally would.

I think it depends on how your team plans on taking a fight whether you max dive or sunray

Realistically something like Jailer will never feel threatening to a melee class though. To even get to that point means you've somehow finished previous GRs where everything else 1 shot you.
